ICF seeks a Senior Education TA Manager to work within our Child and Family Well Being Line of Business. This role supports federal, state, and local clients by delivering high-quality technical assistance, research, and evaluation services focused on improving education systems from early childhood through postsecondary levels. The ideal candidate will bring deep expertise in education policy, stakeholder engagement, and project leadership across diverse settings. The Senior Education TA Manager will work with clients such as the U.S. Department of Education as well as state and local educational agencies to provide high-quality services and products.Key ResponsibilitiesThe Senior Education TA Manager is responsible for developing and maintaining strong, collegial relationships with state education agencies (SEAs) and other clients to provide high-quality, relevant, and useful capacity-building technical assistance. The Senior Education TA Manager will conduct needs assessments, develop and deliver technical assistance that clearly addresses client needs, monitor and course correct technical assistance as needed, assist with/ lead internal and external evaluations of education initiatives, and liaise with clients and project staff.Basic QualificationsDoctorate in Education, Social Sciences, or a related field3+ years experience working with K-12 education policies, regulations, and systems at the state and/or national level3+ years developing and delivering technical assistance to state and district educators and leaders3+ years developing high-quality technical assistance materials, including information briefs, tools, presentations, and processes5+ years managing and/or contributing to complex evaluation and research projects using mixed methods approaches, including quantitative methods such as multilevel modeling, regression analysis, and qualitative methods such as case studies and interviews5+ years working with MS Office and other standard office applications (Word, PowerPoint, Outlook, Excel, SharePoint, and Adobe Connect)Prior experience supporting large-scale federal grants or contracts; demonstrated experience supporting implementation of a U.S. Department of Education Comprehensive Center grant awardPreferred Skills/ExperienceExperience working with multiple stakeholder groups as a participant, content advisor, and technical assistance providerExperience supporting regional and national education priorities through roles such as state coordinator, project director, or managing evaluatorContent knowledge related to state education systems, key policy issues (e.g., assessment, accountability, college and career readiness, school turnaround, diverse learners, educator development and evaluation), capacity building, coaching, and/or consultationDemonstrated familiarity with the education landscape and stakeholder networks in the Mid-Atlantic region, including DC, DE, MD, NJ, PADemonstrated experience facilitating cross-sector partnerships and leading needs-sensing and stakeholder engagement activitiesProfessional SkillsExcellent verbal, interpersonal, and written communication skillsStrong analytical, problem-solving, and decision-making capabilitiesSolid team builder and team player with proven ability to manage competing priorities, perspectives, and stakeholder needsAbility to work independently and lead tasksStrong organizational skills and attention to detailSound business ethics, including the protection of proprietary and confidential informationAbility to apply detailed knowledge of organizational procedures to make independent decisions and serve as a credible resource for a senior management teamAbility to work with all levels of internal staff, as well as outside clients and vendorsDemonstrated outstanding level of professionalism, including ability to exercise good judgment, discretion, tact, and diplomacyWorking at ICFICF is a global advisory and technology services provider, but we’re not your typical consultants.
