Job Description
Job Title: Technical Advisor III,EurAsia Resilient Homes and Communities Reports to: DRD/PQDepartment: Global Programs Salary Grade:Grade 11Note: Candidates located in Europe, the Middle East, or Asia time zones are preferred, given the need for close collaboration with Country Programs in Asia.Job SummaryThe Technical Advisor III, EurAsia Resilient Homes and Communities works with country programs (CPs), regional leadership and colleagues across the agency to advance CRS EurAsia’s Resilient Homes & Communities programs, resources, scale, and impact. The Technical Advisor regularly engages regional actors and donors and works closely with CRS departments and country teams to establish strategic partnerships and explore program and funding opportunities. S/he leads strategic resource mobilization by developing resourcing plans, analyzing funding opportunities, cultivating partnerships, and providing hands‑on support to country teams to secure resources for resilient H&C initiatives across the region. The Technical Advisor advises on systems change and systems-strengthening strategic approaches, facilitate cross-learning and contextualize agency guidance to advance CRS’ work in systems strengthening. S/he leads the development of strategic learning priorities and coordinate evidence generation and sharing. S/he ensures high-quality, scalable programming that advances CRS’ humanitarian, recovery and development objectives, strengthens local systems, and positions CRS as a sector leader while ensuring alignment with organization’s quality principles and standards, donor guidelines, and industry best-practices. The Advisor will coordinate closely with other CRS teams, especially HRD H&C, ensuring the region is leveraging the agency’s technical expertise and leadership.Roles and Key ResponsibilitiesStrategic LeadershipLead the development of CRS EurAsia’s resilient H&C program strategy, and ensure it reflects agency priorities and values. Facilitate stakeholder engagement in strategy development, communication and sharing.Directly support country colleagues in design and approaches in resilient H&C, ensuring engagement with technical leadership, and learning and good practices are integrated.Ensure resilient H&C program designs align with global and regional priorities, and the local context. Directly support country teams to develop resilient H&C program strategies that achieve impact at scale through systems-based approaches.In collaboration with technical leadership, support country teams to incorporate new programmatic directions that further strengthen our priorities in local leadership, systems-based approaches, humanitarian-development nexus, and resilience.Resource MobilizationEstablish a EurAsia resource mobilization plan for top tier funders for housing recovery and long-term resilient H&C solutions in collaboration with GREM and country teams. Research and analyze intelligence about overall new business opportunities that contribute to resilient H lead efforts to leverage this data to enhance CRS' competitive position. Generate new opportunities through strategic partnerships and resource mobilization efforts with regional finance institutions, in-country bilateral funders, and in collaboration with global resource mobilization efforts. Provide direct resource mobilization support to country teams including design leadership, and positioningQuality AssuranceEnsure application of best practices, tools, guidelines and standards are followed to drive quality and strong project management, including system-based approaches. Advice on systems-based strategic approaches, facilitate cross-learning and contextualize agency guidance to advance CRS’ work in systems change and systems strengthening. Promote evidence-based decision making and adaptive management.Support country teams to develop clear implementation strategies that enable high quality, scalable programming and position CRS for success in competitive funding environments.Coordinate internal and external technical assistance and/or provide direct technical assistance upon request to support country programs with project design, start-up and implementation. Strategic Positioning and PartnershipsLeverage existing results and strategic partnerships to advance systems-based solutions and position CRS and partners as leaders in H&C approaches. Maintain key networks across the resilient H&C space, positioning CRS and seeking to influence external stakeholders in line with CRS’ values related to prioritizing impacts among vulnerable populations, local leadership, and systems-based approaches. Support country teams in leveraging CRS’ learning to influence resilient H&C approaches and direction.Represent EurAsia’s resilient H&C programs and approaches to donors and funders, stakeholders and partners, including at conferences and events.Engage with peer organizations working on resilient H&C to exchange learning and explore strategic partnerships that adv
