Job Description

**Job Title:** GIS Analyst **Work location**: Remote **Agency**: Office of Personnel Management (OPM) Office of Inspector General (OIG) **Duration of contract**: 1 year **Job Responsibilities** **Data Analysis \& Visualization** * Perform spatial analysis on healthcare insurance claims data to identify patterns, trends, and anomalies related to fraud, waste, and abuse * Create maps, charts, and dashboards using ArcGIS Pro, ArcGIS Online, and Web\-GIS applications to visualize claim activities spatially * Conduct link analysis using graph data to represent relationships between patients, providers, hospitals, and procedures for investigative support * Support stakeholders in requirements gathering for GIS dashboard and graph visualization applications **Data Preparation \& Quality** * Geocode addresses in monthly incoming data and validate spatial accuracy of converted records * Prepare and quality\-check spatial, graph, and tabular datasets imported from geodatabases, graph databases, and data warehouses for analysis * Document data lineage, metadata, and analytical methodologies for audit and reproducibility * Assist in testing architecture components with small production data sets to ensure intended functionality **Reporting \& Collaboration** * Generate analytical reports and presentations for OIG leadership on spatial findings and network relationships * Collaborate with GIS engineers and architects to refine data models, geocoding processes, and graph schemas * Provide user support and training for desktop GIS and Web\-GIS applications to OIG staff **Required Qualifications** **Education \& Experience** * Bachelor's degree in Geography, GIS, Public Health, Data Science, or related field * 3\-5 years of experience in GIS analysis, spatial statistics, or geospatial data visualization * Experience with healthcare data, insurance claims, or fraud detection analytics preferred * Familiarity with government reporting requirements and data sensitivity protocols * Must be eligible for and maintain a Public Trust background clearance; must qualify for a government\-issued ID badge (PIV card) **Technical Skills** * **ESRI Tools**: ArcGIS Pro, ArcGIS Online, ArcGIS Dashboards, StoryMaps, Spatial Analyst, Network Analyst * **Data Analysis**: SQL for spatial queries, Python for automation (ArcPy, Pandas), basic R for statistics * **Visualization**: Experience Builder, Web AppBuilder, Power BI/Tableau integration with spatial data * **Graph Analysis**: Basic understanding of graph concepts; ability to use Neo4j Browser or Amazon Neptune Workbench for link analysis * **Geocoding**: Proficiency with address standardization, match rates evaluation, and manual review of ambiguous matches * **Documentation**: Strong technical writing skills for procedures, metadata, and analytical reports **Preferred Certifications** * Esri Technical Certification: Desktop Entry or Associate **Benefits**: * Base salary based on job, experience and skill lev
