Job Scope / Supervision:The VP, Legal & Regulatory serves as a senior advisor to executive leadership and business partners on legal, regulatory, and ethical issues while leading cross-functional initiatives across the organization.This role interfaces regularly with Product, Operations, Sales, HR, and Finance to support business objectives and ensure regulatory compliance across global operations.The VP will represent GTT before regulatory authorities, policymakers, and industry organizations, including direct engagement on regulatory matters. The role includes regular interaction with executive leadership and Board-level stakeholders on regulatory risk, compliance posture, and strategic initiatives.The position reports to the Chief Legal Officer (or SVP, Legal) and may oversee members of the Legal Department.Duties and Responsibilities:Regulatory LeadershipLead GTT’s global telecommunications regulatory strategy, including oversight of licensing, authorizations, and compliance obligations across key jurisdictions (e.g., FCC, Section 214, Ofcom, EU frameworks, and other national regulators)Advise on regulatory implications of network operations, including cross-border data flows, infrastructure deployment, and global connectivity servicesOversee responses to regulatory inquiries, audits, investigations, and enforcement actions across jurisdictionsPartner with Government Affairs and external counsel on advocacy, rulemakings, and industry consultationsMonitor geopolitical, national security, and regulatory developments impacting telecommunications providers, including sanctions, supply chain risks, and foreign ownership restrictionsProvide legal leadership on interconnection, peering, numbering, and carrier regulatory obligationsEnterprise Legal & Risk LeadershipProvide executive-level counsel on high-risk, high-impact matters, including regulatory enforcement exposure, cybersecurity obligations, data protection, and national security reviews (including CFIUS and Team Telecom)Lead development and implementation of enterprise legal risk frameworks aligned with global telecommunications operationsSupport strategic transactions (M&A, divestitures, joint ventures) with a focus on regulatory approvals and integration risksEstablish governance frameworks for data, AI, and security aligned with evolving regulatory requirementsLegal Advisory & Business SupportProvide clear, actionable, and business-oriented legal and regulatory advice to senior leadership and operational teamsLiaise with internal business functions (Product, Operations, Sales, HR, Finance) to support business initiatives and enable growthLead, advise on, and oversee a wide range of legal matters, including regulatory affairs, corporate law, commercial contracts, employment law, litigation, cybersecurity, and privacyEnsure compliance with applicable laws, regulations, and internal policies across all jurisdictionsInstruct and manage external counsel in a cost-effective and strategic mannerDeliver high-quality legal support in a timely and efficient mannerRequired Experience / Qualifications:Law degree from an ABA-accredited law school and active membership in good standing with at least one U.S. state bar15+ years of relevant legal experience, including a combination of law firm and in-house rolesSignificant experience in telecommunications law and regulation, including multinational network operations, licensing, and regulatory compliance frameworksDeep understanding of commercial law and its application in complex business environmentsExtensive experience advising on multi-jurisdictional telecommunications regulatory frameworks across North America, Europe, and other global marketsDemonstrated experience navigating regulatory approvals and national security reviews in cross-border transactions involving telecommunications assetsPreferred Experience:Experience in a global telecommunications or technology organizationExperience engaging directly with regulators and industry bodiesBackground supporting multinational operations and cross-border legal frameworksCore Competencies:Regulatory Strategy & AdvocacyGlobal Compliance LeadershipRisk ManagementStrategic ThinkingExecutive JudgmentDecision-Making & Critical ThinkingCollaboration (Global)Legal AnalysisEffective CommunicationSuccess in This Role:Effective management of global regulatory risk with no material compliance failuresSuccessful execution of regulatory approvals in strategic initiatives and transactionsStrong, credible relationships with global regulators and external stakeholdersAbility to enable business growth while maintaining regulatory integrity and complianceHours / Travel:Full-time position (40 hours/week)Travel as required based on business needsEqual Employment Opportunity:GTT provides equal employment opportunities (EEO) to all employees and applicants for employment without regard to race, color, religion, sex, national origin, age, disability, or genetics.
