We are building a durable care platform designed to perform in constrained healthcare environments and to lead the shift toward accountable, value-based care.Role Description The Director of CHW Workforce will join Zócalo Health during a period of rapid growth and increasing operational complexity. This role exists to ensure the organization has the capacity and capability required to execute CHW programs consistently across geographies and health plans. You will own workforce planning, deployment, and training, ensuring CHWs are staffed appropriately and equipped to execute workflows effectively.This position reports to the Chief Operating Officer.The Director of CHW Workforcewill contribute in the following ways:Capacity Modeling & Workforce PlanningDefine and maintain CHW capacity model (panel sizes, time per visit, workload assumptions)Align capacity model to plan requirements and operational demandForecast staffing needs based on growth, plan mix, and utilizationContinuously refine assumptions based on real-world performanceWorkforce Allocation & DeploymentAssign CHWs to geographies based on demand and coverage needsEnsure CHWs remain locally aligned to support in-person care requirementsManage distribution of CHWs across plan demand within geographiesRebalance workloads within geographies to address capacity issuesStaffing Strategy & HiringDefine hiring targets by geography and demandPartner with Talent Acquisition to meet hiring timelinesIdentify and escalate staffing gaps proactivelyEnsure workforce scales appropriately with growthTraining & Capability DevelopmentOwn onboarding and ongoing training for CHWs in partnership with L&DTranslate workflow requirements from Payor Operations into training programsEnsure CHWs are able to execute workflows consistently across geographiesReinforce role expectations and performance standardsTraining Coordination & Delivery InfrastructurePartner with L&D (LMS) to create and track trainingEnsure completion of required training programs across the CHW workforceMonitor training effectiveness and identify capability gapsContinuously improve training programs based on execution feedbackCapacity Enforcement & Risk ManagementEnforce capacity rules (geography alignment, workload thresholds)Identify capacity risks and proactively address themEscalate when capacity constraints impact executionEnsure capacity decisions are deliberate and not reactive Qualifications7–10+ years of experience in workforce management, operations, or care deliveryDemonstrated experience building and managing capacity models or staffing models in a service-based organizationExperience managing distributed, field-based, or frontline teamsExperience designing and implementing training programs or workforce development initiativesStrong analytical skills, including forecasting, workload modeling, and resource allocationExperience operating in environments with variable demand and operational complexityAbility to translate operational requirements into clear workforce expectations and training programsPreferred QualificationsExperience working with Community Health Workers or community-based care modelsFamiliarity with Medicaid populations and care coordination programsExperience in multi-state or geographically distributed organizations What you can expect from Zócalo HealthEquity compensation packageComprehensive benefits including medical, dental, and vision 401kFlexible PTO policy - take the time you need to recharge$1,000 home office stipendWe provide the equipment needed for this role.Opportunity for rapid career progression with plenty of room for personal growth.You must be authorized to work in the United States.
