RFP writer for county mental health programs

We are seeking an experienced Proposal Writer / RFP Specialist to support a growing residential behavioral health treatment provider responding to county government RFPs across the Western United States. This is a part\-time, ongoing role (20\+ hours/week) ideal for someone with strong experience in county behavioral health procurement, behavioral health operations, or government proposal development. Our organization provides services including: \* Substance Use Disorder (SUD) treatment \* Community Residential Treatment Programs (CRTP) \* Psychiatric Health Facilities (PHF) \* Mental Health Rehabilitation Centers (MHRC) \* Justice\-involved youth behavioral health services \* Medi\-Cal funded behavioral health programs You will be responsible for independently managing and drafting full proposal responses to county government solicitations, including adapting existing boilerplate content, tailoring responses to specific RFP requirements, coordinating attachments, and ensuring complete compliance with submission requirements. We already have a substantial library of prior proposals and source materials. AI/LLM tools may be used to assist drafting, but attention to detail, strategic thinking, editing ability, and procurement knowledge are critical. Responsibilities \* Review and analyze county behavioral health RFPs/RFQs \* Develop compliant and persuasive proposal responses \* Adapt and improve existing boilerplate content \* Coordinate proposal narratives, attachments, forms, and supporting documents \* Ensure proposals align with procurement requirements and scoring criteria \* Manage timelines and submission deadlines independently \* Work closely with leadership to gather operational and clinical information \* Maintain organized proposal files and version control Required Qualifications \* Strong experience writing government proposals/RFP responses \* Experience with county behavioral health, mental health, or SUD services \* Excellent technical writing and editing skills \* Exceptional attention to detail and organizational skills \* Ability to work independently and manage multiple deadlines \* Strong understanding of procurement language and compliance requirements \* Experience with Microsoft Word, Excel, Google Sheets, and Adobe Acrobat Highly Preferred Experience \* Experience working for a county mental health or behavioral health department \* Experience in county procurement or government contracting \* Experience working for a residential mental health or behavioral health treatment provider \* Familiarity with Medi\-Cal\-funded behavioral health programs \* Experience with justice\-involved populations and youth behavioral health services \* Strong project management experience Ideal Candidate The ideal candidate is a self\-starter who can independently dissect an RFP, identify key requirements, develop high\-quality responses, and manage proposal development with minima
