The TDM division is responsible for providing web and mobile based applications, technical services and support for approximately 16,000 internal and external customers (fisheries management councils, state and USCG law enforcement, state fisheries management and other fishery management groups, and commercial fishing industry users). The Project Manager will serve as the SCRUM\-format leader for a dedicated five\-person delivery team consisting of a Database Specialist, Software Engineer, Software Developer, and Software Tech Writer, coordinating timely execution of work that directly supports fishery management plans, permit issuance, vessel trip reporting, dealer reporting, and quota management for the Greater Atlantic region. **This position is contingent upon contract award.** **Key Responsibilities:** * Provide agile project management services in a SCRUM format working in meetings with the development team to ensure timely success of assigned projects. * Lead all Scrum ceremonies, including sprint planning, daily stand\-ups, sprint reviews, retrospectives, and backlog refinement sessions. * Elicit, analyze, and document functional and non\-functional requirements from GARFO subject matter experts, fishery managers, permit staff, and external stakeholders across the commercial fishing industry, science centers, and Mid\-Atlantic and New England Fishery Management Councils. * Translate Greater Atlantic fishery business rules and federal regulations into well\-formed user stories, acceptance criteria, and epics in JIRA. * Build and maintain the product backlog, sprint boards, burndown charts, and velocity reports in JIRA, surfacing risks and blockers to the GARFO Project Management Branch and IBSS leadership. * Author and curate project documentation in Confluence, including project charters, technical decision records, sprint summaries, and stakeholder communications. * Facilitate collaborative design and process\-mapping sessions using MIRO, capturing data flows, user journeys, and architecture decisions visible to the team and GARFO product owners. * Maintain integrated project schedules, milestones, dependencies, and resource loading in Smartsheet, reporting status to the COR on a cadence agreed upon at kickoff. * Coordinate User Acceptance Testing (UAT) with end users, including marine biologists and commercial fishi
